GPS Location broken. Spoofing also affected

Summary
The GPS location of the system is more often than not wrong and shows for me a particular street in Manila, when my location in fact is Vienna. When trying to overwrite the location manually in the Advanced Privacy Manager the location will jump between the spoofed location and the wrong location. This problem makes any services relying on a correct location unusable a fix or workaround is needed ASAP!
What is the expected correct behavior?
Show the correct location or none, but not some false one. Furthermore, overwriting with a manual location should not result in the location jumping around.

Workaround
Sometimes it helps to deactivate location services before manually stopping the Advanced Privacy Manager, deleting is cache and reactivating location services before restarting the Advanced Privacy Manager. Sadly sometimes this does not work, resulting in no correct location for several hours.
When moving with the device it seems to sooner or later find its correct location.
