Crash and reboot when mobile data on (after modifying app data usage settings)

Summary
When I enable mobile data for the 2nd time since startup, the phone crashes and restart.

Steps to reproduce
- in app options, disable mobile data usage for some apps
- try enabling mobile data once or twice
What is the current behavior?
Screen go black and the device restarts almost systematicly (sometimes the e splashscreen flickers)
What is the expected correct behavior?
Mobile data should just turn on without trouble
