Support app data usage cycle of four-weeks

This request had already been reported in #1888 (closed) but had been closed automatically. I think it is still relevant. Therefore I open here a new related issue with the same content (sorry I did not have the permissions to re-open the original issue).

Who will use the new feature?

Users with prepaid card, because they usually have a four-week cycle.

What is the target of the new feature for this user?

Quality of live. User does not have to readjust Usage cycle reset date every four weeks.

Why this user would like to use this feature?

To save time and do not have to keep in mind, that the Data usage for this period may be wrong.
