Removal of commands which are not relevant for /e/OS setup

Description

What is the current behavior?

During the setup process towards the end we display the content

To install additional packages,you need to reboot recovery first Do you want to reboot to recovery now? No Yes This is coming from LOS code base as they allow users to install GAPS at this point. This step is not required for /e/OS users. This command should be removed as it will cause users to get confused.

What is the improved behavior?

Removal of this command makes the setup process more in tune with /e/OS requirements.
