After 1.11/1.12, vibration stopped to work for any apps (message, call, alarm, ...)

To reproduce the issue: use 1.13 R on Samsung A5 2017

What is the current behavior?

no vibration for any apps anymore.

What is the expected correct behavior?

vibration must work for any apps when it is setup properly
