Mobile data use when mobile data and roaming are turned off

When BOTH "mobile data" AND "Roaming", is turned off, the phone still uses some mobile data in roaming.

The problem

Steps to reproduce

When I'm on roaming (not in EU, where roaming is cheap), I stop BOTH "mobile data" AND "Roaming" , to make sure there will be no mobile data use as data prices are very, very high. Even though both are disabled, at some point the phone uses mobile data! , which results in financial loss for me. This happened to me 2 times! , I guess it may be related to restarting of the phone. In both cases, I was also using Wi-Fi. Bug report is available.
