Change the Browser and system webview to a Mulch or Vanadium-based solution instead of Bromite ,which is likely dead.

Description

All /e/ os devices are running a very outdated chromium Version in the default Browser and webview.

What is the improved behavior?

All /e/os builds are in the latest version of Chromium.

What does it bring?

Bromite hasn't been updated for more than half a year and is not safe to use in /e/ os since it is based on Chromium version 108 (6 major versions behind!).
