FP3 does not re-connect to VPN after v1.9s upgrade

Summary

Following the upgrade to v1.9s my FP3+ no longer reconnects to Proton VPN after a reboot or if I attempt to change VPN server.

The problem

With phone connected to a Proton VPN server (using either wi-fi or mobile data) a phone re-boot or an attempt to change VPN server results in the phone being unable to re-establish the VPN connection. This worked fine before the upgrade.

Proton VPN version 4.5.56.0 (F-droid).

Kill switch enabled in settings.

A similar issue appears also to affect FP3 using NordVPN according to this report in v1.9 feedback https://community.e.foundation/t/feedback-for-v1-9/48046/124 .

Steps to reproduce

Install the Proton VPN app detailed above, and in android settings turn on kill switch under Network and Internet / VPN (select Always-on VPN and Block connections without VPN).

Establish a Proton VPN connection with the app using either wi-fi or mobile data.

In the app select a different server to connect to. (Alternatively reboot the phone.)

What is the current behavior?

No connection to the VPN is made, hence no internet connection.

What is the expected correct behavior?

Connection to a VPN server should be made with no further user input.

Workaround

Turn both wi-fi and mobile data off and then back on. Connection is then made.
