When comparing same model phones (emerald), the one with 1.1 makes VoWiFi calls, the one with 1.5 cannot make VoWiFi calls

Test emerald device on different /e/ OS versions. If you compare 2 similar phones on different OS versions, one is working with VoWiFi and other does not.

What is the current behavior?

/e/ OS 1.1 works , but 1.5 does not work.

What is the expected correct behavior?

It should work on both versions, or not work on both versions.
