Some Quick Settings buttons do not work as they are supposed to

Summary

Camera, Recording Video: The default camera app is opening but the swipe-down menu does not close. In order to use the camera/video camera, first the swipe-down menu needs to be closed manually. What I would expect as a user: When pressing the camera or video camera button the camera app should open and be operational without any other tweak.
