Weather force request limit

Summary

We want to prevent a flood a weather & location request.

Today, if the location & weather request take some time (> 10s), we can trigger several location & weather requests. We want to prevent this.

Also, nothing is preventing the system or the user to trigger lots of request today. We want a protection against this.
