Regression: Power Off Alarm doesn't work anymore in Android 12

Since v1.0 there's a new permission called “Power Off Alarm” which says: “Set and clear the alarm which will wake up device from the power off state.” However, when granting the clock app that permission, setting an alarm and turning the phone off, it is not woken up. After manually turning it on again, it just says “1 missed alarm”.
