Weather app - improve updating weather/location info

Summary

The weather update should reconnect

• regularly (as set in Weather app settings) to verify current location / latest weather updates
• as soon as location settings in Advanced Privacy have been changed

Observations

• I moved from my real location to a fake location within Advanced Privacy. Update frequency of the Weather app is set to 60min (default), but it took more than 3hrs to provide weather data and display the new location.
• The custom location feature seems still not to work (#4071 (closed)). Locations as Frankfurt or Paris could not be found.

I do not consider the weather widget an extremely important feature (rather a 'nice to have'), nevertheless it is a very visible one, therefore it would be good if it worked properly when publishing e-v1.0.
