Disable voice input key for all users

Hide the Voice input key for old /e/OS installations, waiting for the voice recognition to be available by default within /e/OS

Description

What is the current behavior?

For all new installations (installed from /e/OS > 0.22), Voice input key is disabled by default (#3736 (closed))

For all old installations (installed from /e/OS > 0.22), Voice input key is still enabled and the button visible. This button doesn't have any effect, considering no voice recognition software is deployed.

What is the improved behavior?

Migrate all /e/OS installation to Voice input key disabled

What does it bring?

Avoid showing non-available feature
