Hide blank star button from mailList item in mail app

Summary
Non-started items show blank star in the mail list in ~Mail app. As for discussion in https://gitlab.e.foundation/e/backlog/-/issues/4723#note_163113, we want not to show blank star icon. for this we want:

hide empty star item from mailItem list -
hide settings option from settings->display->show stars -
alternate way to add star in an item

non-started items show an empty star beside them
What is the improved behavior?
only started items should show star.
