Icons moved without user action

Summary

After an app is installed and Bliss Launcher is restarted (either by closing Bliss Launcher or by restarting the device), icons are moved to alphabetic orders (or in a more random way).

Steps to reproduce

Here is what the logs below contains:

• Clear data of Bliss Launcher in order to start from scratch.
• Move back the few user app icons after the system apps icon.
• Install a new app.
• Restart Bliss Launcher or the device.
• The icons have moved.

The icons shouldn't move by themselves.
