Repetitive notifications received hundreds of times

Summary
I receive all notifications multiple times. Some of them even hundreds of times. My total record is MS Teams, which can provide the same notification 2000 times in one day. I had to turn off most of notifications, otherwise the phone is unusable.
The problem
Use any application with notifications. Currently known:
- Nextcloud
- MS Teams
- MeteoSwiss
- mBank
- Duo Mobile
- Signal
- Viseca One
Almost all the time time. Some applications (Telegram FOSS) do not have this problem, other apps (see list above) have it constantly.
I receive first notification - valid one. I click on it, go to the application, do whatever. I put the phone back on the desk, 20 seconds later I receive the same notification. I reboot the phone and I receive tens of notifications from last few hours again all at once.
After notification is received once, it will be acknowledged and not received again.
