Hotspot doesn't work in suzuran R build

Today i tried to activate the WiFi-hotspot… it`s switching back to off after 1 second. I tried switching on/of WLAN, same procedure. I tried with/without WPA2, 2,4GHz/5GHz… still off after 1 second. In the overview “Homespot and Tethering” under WLAN-Hotspot “error” is shown.

- Settings | Network and Internet | HOtspot and tethering | Wi-Fi hotspot
- Press the On/Off button
What is the current behavior?
Button moves to the 'On' position, but moves back to 'Off' after ~1 second
The Hotspot and tethering page shows the text 'Error' under 'Wi-Fi hotspot'
The Hotspot is not activated
What is the expected correct behavior?
The button stays in the 'On' position
The Hotspot and tethering page shows the text '0 Devices connected' under 'Wi-Fi hotspot'
The Hotspot is activated
Technical informations
There was originally a problem in the upstream unofficial LOS 18.1 ROM, whose sources we use. That problem was fixed a while ago upstream, but it appears we do not have the fix in our forked repos
The problem is not present in /e/ 0.21-q build, in /e/ 0.21-r builds for other Sony devices (z3, z3c), or in the latest upstream LOS 18.1 ROM
More information to follow: whether it was present in 0.18-r and/or 0.19-r builds

Use the 0.21-q build
Possible fixes
Either 1. Build directly from upstream, or from the upstream lineage-18.1 branch rather than our v1-q branch
Or 2. Merge changes from upstream lineage-18.1 branch
I would prefer 2 otherwise we have to continually merge upstream branch every time something changes
Neither of those proposed fixes actually fixes the problem :)
