[Settings] Fix accent color irregularities

Summary

Scroll bar should be grey instead of blue.

The problem

The scroll bar should be grey but is displayed with blue color. It's directly taking from the apps accent color. It happened because previously the accent color was grey.

Apparently only the scroll bar is showing this problem but we can check if other components are behaving in the same way.
