Landscape mode is not preserved after screen is locked and unlocked

Summary
Landscape mode is not preserved after screen lock is activated. Landscape mode shall be preserved until user chooses differently.
The problem
Steps to reproduce
- set Auto-rotate (me having a Quick action for it)
- rotate device to landscape. If using (Bliss) launcher not supporting landscape, open an app supporting landscape mode.
- in landscape mode, switch off auto-rotation
- a landscape icon shall appear in the Status bar. If not, there is a settings for it in System > Status bar
- landscape mode shall be preserved through the apps supporting it
- lock screen or let the device lock itself
- unlock screen and check the rotation status [landscape/portrait]
What is the current behavior?
Auto-rotation is still off, but the portrait mode is set fix. The icon in the Status bar confirmed some settings for landscape mode, but it is not applied.
What is the expected correct behavior?
The landscape mode will be set fix as it was before screen was locked.
