[Phone app] Make sure voice control icon is deactivated by default

Summary

The phone app displays a little microphone (for voice control). On some devices this symbol has been removed (as it is not working yet) but it is not systematic. We need to make sure the the microphone icon doesn't appear.

Description

What is the current behavior?

On some devices the microphone icon appears on the keyboard or in other apps whereas we don't offer any voice recognition or voice command feature for now.

What is the improved behavior?

The microphone icon doesn't appear anywhere so the user isn't tempted to tap on it.

For it to be hidden this setting must be deactivated by default:

but there may be other places where this is managed.

What does it bring?

Better user experience.
