Tool to smudge or hide areas in Image editing app

Feature request: A tool or image effect to smudge or hide areas of image in the Image editing app is requested. It would allow to free-paint (better) by finger over an image and smudge/hide/blacken parts of the image or draw colored rectangles over areas in the image.

Who will use the new feature?
Anybody who wish to share details to issue without private details in the screenshot.
What is the target of the new feature for this user?
Ease the process of adding screenshot with private details on it. If the user wish to add the screenshot, but has issues with private details on it, he has to move the image to another device to edit it. That is additional work for the user.
Why this user would like to use this feature?
IMHO, it is an absolute necessary tool when reporting issues. Many times I wish to report an issue, but do not want to share screenshots with private details.
Examples
Obfuscated private information in the image. Relevant issue details would not be manipulated. (user choice and editing).
I wish a "discrete" or "hide" or "pixelize" tool, to areas of the image. Or a tool to hide/blacken parts of an image.
A "clone" tool (at fingertip area) might kill two bird with one stone.

- Draw a rectangle or free-hand area
- Effect would be applied automatically as a preview
- Undo/Redraw/Cancel button is available to allow for corrections.
- Apply or Save button is available to confirm the preview.
