[Improvement] Telegram causes system notifications
Summary
Telegram is causing a confusing notification, when starting a fresh /e/ installation ("Push serivce: tap to learn more), when this notification is unticked another one is popping up ('Telegram is using battery'). I am aware that this is rather an Oreo related issue, nonetheless for not confusing new /e/ users it would be good if such kind of motifications are kept hidden right from the start - if that is feasable.
