Fairphone 3/3+ Poor Performance since 0.13

Summary
Since the 0.13 (?) update in December, the Fairphone has been painfully slow compared to previous system versions. The "Performance" mode is the only mode that comes close to match the performance before the aforementioned updates. I hoped later updates would fix this, but so far nothing happened.
I suspect poor Battery Saving optimisation is the cause for this issue.

Steps to reproduce
Please compare the Battery Saving options and how it affects performance on the Fairphone 3/3+ of the latest 0.12 version with the latest 0.13 version or higher.
What is the current behavior?
When using the Battery Saver, apps load and respond much slower. I have tested the following launch time examples with apps like Signal, Aurora Store and Protonmail to see the average time to fully load and become responsive. The Balanced mode on Battery Saving from the 0.12 version matches the current Performance mode!
- On Extreme Power Save mode, it takes apps about 10-15 seconds (!).
- On (Extreme) Power Save mode, it takes about 9-13 seconds (!).
- On Efficiency mode, it takes about 5-10 seconds.
- On Balanced mode, it takes apps about 4-8 seconds.
- On Quick mode, it takes about 4-6 seconds.
- On Performance mode, it takes 3-5 seconds.
These results means that I'm looking at a black screen or an app loading for several seconds in the best use case. This is unacceptable, especially compared to previous updates. Of course, the performance doesn't only affect app loading times, but response times are also much slower. For example: turning on the phone, performing actions, loading websites etc.
What is the expected correct behavior?
To improve and boost performance optimisation of the Fairphone 3(+) so that users won't need to wait endlessly for the phone to turn on, for apps to load and for actions to be executed.
