microG without EN declares EN permission

Hi, I'm a maintainer of CCTG, the free software fork of the German Corona-Warn-App.

It has been reported to us that your fork of microG in the "noen" flavor, which is preinstalled on /e/ devices, misbehaves with our app.

We have identified the reason for that to be that your microG fork in the "noen" flavor still declares the permission com.google.android.gms.nearby.exposurenotification.EXPOSURE_CALLBACK.

This means we would have to add an extra workaround just for /e/ that tests whether the version name contains the String "noen", which we would like to avoid long-term.

A better solution would be for you to remove this permission from the flavor without Exposure Notifications.
