Display a custom message for an update

Summary

We would like to be able to get a custom message displayed to the user, before he applies the update

Who will use the new feature?

/e/ team

What is the target of the new feature for this user?

For /e/ team, to be able to share info with users before the user applies an update.

For users, to get some info before he applies the update.

Why this user would like to use this feature?

For /e/ team will be able to share info directly to each user.

All users will be able to receive info specific to an update, even if he/she is not following on Twitter/Telegram or any other social media.

The message should probably be provided through the OTA API.

The message should probably be displayed inside the popup which appear when the user tap on install.
