BlissLauncher does not respect global notification access permission

Summary

When the "Allow notification dots" setting is turned off in Settings, BlissLauncher still accesses the notifications and displays the green indicator.

The problem

Steps to reproduce

1. Go into Settings -> Apps & Notifications -> Notifications.
2. Disable the "Allow notifications dots".
3. Wait for a notification to arrive (eg. email or telegram message).

What is the current behavior?

BlissLauncher shows a green indicator with the respective app.

What is the expected correct behavior?

The notification indicator should not be displayed if notification dots are not allowed.
