Backup feature missing in v0.14 test on FP3

Summary
The test plan for v0.14 contains a section to test the "Settings > System > Backup" feature. But that entry does not exist.
The problem
Steps to reproduce
- install v0.14
- my /e/ account is set up on the phone
- check "Settings > System"
What is the current behavior?
There is no entry called "Backup". Searching for "Backup" also does not show the desired menu entry.
What is the expected correct behavior?
The "Settings > System > Backup" entry should be there (and functional).
Technical information
When searching for "Seedvault" in the list of installed system apps, it shows up, so it seems the backup system is installed, just not visible in the UI.
It used to work before but I'm not 100% sure if that was on q-beta dev or pie test. It definitely wasn't there on any q test builds.
