RTC clock doesnt work on FP3

Summary
A real-time clock (RTC) is a hardware clock, usually in the form of an integrated circuit that is solely built for keeping time. Naturally, it counts hours, minutes, seconds, months, days and even years.
The problem
It doesn't report correct date and time .
Steps to reproduce
Go to Settings > System > Date & Time
- Turn off "Use Network-Provided time"
- Set the time manually to a different time
- Turn off "Use Network-Provided time zone"
- Turn off use 24-hour format
What is the current behavior?
After reboot the clock shows wrong time
What is the expected correct behavior?
Correct time to be displayed by RTC system clock
