Threemacall and Wirecall only work when app is open and active

Summary

I am not able to see or hear incoming calls from Threema or Wire, if the apps are closed or open but in the background... The calling Persons say, that the call looks totally normal... they dont expirience an error or dont get a failure-message

If I open these apps, everything works fine... i can pick up the incoming call...

The problem

Put the apps in the background or close them and have an incoming call... you cant see or hear, that there is an incoming call...

It works with Messages... I see and hear recieved messages from both apps... even when the apps are closed or in the background...

Nothing

What is the expected correct behavior?

It should work like a normal phonecall with a dialerapp...
