2 button navigation is not available under Settings -> System ->Gestures

Gestures is available in settings -> System -> Gestures in LOS 16 and above with no GPAPPS loaded. The option to change to 2 button navigation is available in Gestures, but not available in e Q

Navigate to Settings -> System. Gestures is missing the options for navigation to change to 2 button. Checked on mi8, S9 and Pixel 3 /3xl with official LOS 17

What is the expected correct behavior?

Navigate to Settings -> System. Gestures change to 2 button navigation
