'Add shortcut to HomeScreen' doesn't work with any application, nor launcher (Bliss or OpenLauncher)

Summary

When I try to add a shortcut to homescreen, I get a message saying the shorctut is add to the homescreen, but the shortcut isn't really created. I tried with different apps : default browser, Fennec, True Contacts, ... For each app, I tried both with Bliss Launcher and with OpenLauncher. I also checked if the shorcut was created in the other launcher.

The problem

Steps to reproduce

Open Browser and go to a website page (or select a contact in True Contacts, or another application). Press the three-dot menu, then 'Add to homescreen'.

What is the current behavior?

A message 'a shortcut has been added to homescreen' is quickly shown in the bottom of the screen (I translated the message from french, it might be slightly different). No shortcut is created.

What is the expected correct behavior?

I should see a new icon on the homescreen, that I should be able to press, in order to open the chosen website (or contact, or ...)
