Keep DEVICE_LIST/OTA_URL in an alternative image at least

Hi Romain,

As discussed in TG here is an issue asking to keep DEVICE_LIST and OTA_URL features at least for the community builders that build for multiple devices and publish via OTA - probably an other tag to distinguish it from your build pipeline image that doesn't need this feature?

Also the build instruction need to reflect changes made to the image. :)
