Why this user would like to use this feature?

Today, the OS display the update notification only once. After that, the user can forget that an update is available.

When an update is available, if the user remove the notification:

1. it appears again 24h after
2. it appears after a reboot

The same behavior should be setup for the notification informing that the download completed.
