Issue(s)

If in case file sync is failure

We get Screen on and Off receiver and check Files size and call to Observer Server

Test environment

in any case, we got an event and added that into files list (FileObserverService) and we are unable to sync that list to the server, in screen off and on the receiver, it calls to Observer service with flag and sync data

Test procedures

need to failed sync data and Screen off and On, then check, is data synced
