Issue 123 time scheduler new

Description

in this merge request, I update the Scheduler Scanner job for 2 hr and uncomment code for running time scheduler thinks.

• Download build
• Flash test build or install app
• register /e/ account
• Add new content that should be synced (photo, screenshots are the easiest)
• Let the synchronisation works..
• Check log after 2 hours: Observer service must and scan complete storage
